Dr. R. Paul Philp is Professor of Petroleum and Environmental Geochemistry at the University of Oklahoma.  Dr Philip will present an introduction to stable isotope geochemistry and applications to various environmental problems. Compound Specific Isotope Analysis (CSIA) has been validated and accepted as an effective tool for distinguishing between different sources of VOCs in Groundwater and Soil. It has been used for many years in environmental forensic investigations as an advanced tool for source identification where multiple sources of contamination are involved.

Other applications include the detection of bioremediation, source monitoring and understanding the mechanisms involved. CSIA is also used to assess potential sources of methane and other general gases. Isotope analysis has proven to be useful in landfill investigations, stray gas migration, fugitive emissions, seeps and soil gas bores.

Recently, Isotope Analysis has been used to distinguish between vapour intrusion and indoor air sources of the same VOCs.

Dr. Philp received his Ph.D. from the University of Sydney, Australia in 1972 and a D.Sc. from the same University in 1998 on the basis of his research in geochemistry over the past 20 years. Prior to starting at the University of Oklahoma, Dr. Philp was a Principal Research Scientist, C.S.I.R.O., Sydney, Australia. His current research interests centre around petroleum, environmental and forensic geochemistry with an emphasis on molecular and isotopic characterization of oils, gases, rock extracts and contaminants for the purposes of source determination, characterization of depositional environments, maturity, biodegradation and for correlation purposes. He has authored or co-authored over 340 articles and books and has lectured extensively on petroleum and environmental geochemistry across North America and in SE Asia, South America, Europe and Africa.

Tuesday 19 February 2013 Role of Regolith and Soil Development with Respect to assessing Heavy Metal Contamination in Urban S

You are invited to ACLCA Victoria's membership presentation on Tuesday 19 February 2013 at 5.30 pm  to be held at GHD, Level 8, 180 Lonsdale Street, Melbourne.

The presentation will be hosted by Robert Van De Graaf on the topic "Role of Regolith and Soil Development with Respect to assessing Heavy Metal Contamination in Urban Soils".

Dr Robert van de Graaff is the octogenarian owner and principal of van de Graaff and Associates P/L, a small, presently one-man, consulting company based on applying soil science to find answers to questions, or solutions to problems, associated with irrigation of treated wastewater on land, including such issues as salinity and sodicity of the soil, and contamination of soils, with particular interest in heavy metals and how these behave in that medium.  He has been a soil scientist since graduating in 1959 and through working in several jobs with various employers he has accumulated a wide range of experiences.  He is particularly interested in finding out why heavy metals in soils might actually not be a serious risk to the environment and how they could be an indigenous, inert and harmless part of the soil.  He finds soil science a topic of continuing fascination.  He has been able to assist many environmental assessors with their risk assessments and he is also the guaranteed support in soil science to quite a few environmental assessors.

Robert studied agricultural science at the Wageningen University and Research Centre in Wageningen, The Netherlands, following this up with 4 years as a research officer with CSIRO Land Research in Canberra, and then deciding to work for a PhD in soil science as a paid graduate assistant at Cornell University, Ithaca, NY.  He obtained his PhD in 1970 and in the intervening years each summer but one was spent doing soil survey for the USCS with the last summer participating in a survey of land use based on aerial photography of large parts of New York State.  The American PhD program requires taking minors and so he widened his horizons by choosing them in the departments of Geology and Civil Engineering.  These minors have proved to be invaluable, providing a theoretical background in mineralogy, lithology, geomorphology, soil mechanics, aerial photo interpretation, etc., on top of the advanced course work in things related to soil science.   Wanting to return to Australia, but not being able to, he taught for 2 and a half years in the Geography Department of Queens University, Kingston, Ontario, and subsequently, back in The Netherlands, got involved with salinity, drainage and irrigation as a staff member of the International Institute of Land Improvement based in Wageningen, but doing some work in Peru and Nigeria, and finally managing to settle in Melbourne in 1974.  In Melbourne he joined the Soil Conservation Authority for 13 years, then resigned, set up in partnership with a nursery to compost sewage sludge from Carrum Downs, and when his partner went bankrupt, to later join ACIL Australia as a consultant. In 1990 he set up his own company.  Between 1993-7 he worked as a subcontractor to a Woodward Clyde – ACIL joint venture which he assisted in an AusAID project in China converting copper mine tailings to productive agricultural soil.

Along with his consulting, he has been teaching the first year landscape architecture students at RMIT for 20 years now about how they should take note of the soil if they wish to avoid disasters.

Robert's presentation will address the context (soil, geomorphology and rock types) in which we come across heavy metals.  Robert is more interested in what is going on than in what is just there - and starts with the broad regional context.  He will discuss some gentle criticisms of the quality of soil logs provided by environmental assessors in assessing contamination.

Wednesday 20 February 2013 SITA Landfill Tour

Have you ever wondered where the Category B - Contaminated Soil goes after the client has received your report? Ever thought about the cost involved in treating contaminated soil? Want to learn more about what happens to prescribed industrial waste once it is received by the landfill?

ACLCA and the young professional sub-committee would like to invite you to a half day landfill tour of the Sita Landfill, Dandenong South on Wednesday 20 February 2013. This tour will provide information on the treatment and handling of a range of prescribed industrial waste, acceptance of the material, collection and treatment of leachate water and the use of landfill gas.

Bus departs by 8:30 am sharp
The tour will run for approximately an hour with light refreshments supplied and an opportunity for questions afterwards
The bus will arrive back at Southbank around 12 noon.
We will be on the bus for the tour so PPE in not required however practical shoes are recommended.

The cost to attend is $15.00 per person and the tour is open to all ACLCA member companies and their employees. There are only 40 places available so please register early and before 18 February 2013.

Tuesday 26 February 2013 Technical Report Writing and Legal Risks - CPD M9 2012

ACLCA CPD Training, "Introduction to Environmental Site Assessment", Module Nine  - Technical Report Writing and Legal Risks -Tuesday 26 February 2013, 8.30am to 1.30pm.

 

ACLCA is pleased to present a morning CPD session on technical report writing and legal risks on Tuesday 26 February 2013 from 8am (for 8.30am start) to 2.00pm at King and Wood Mallesons, Level 50, Bourke Place, 600 Bourke Street, Melbourne.  This session is appropriate for consultants who have up to 6 years of experience. 

The first half of the session will cover technical report writing and will be presented by David Lam of Coffey and Warren Pump of ERM.  The session will build your ability and confidence in preparing technical reports that are:
• Well planned and structured
• Succinct and precise - contain the adequate evidence to support the objectives
• Logical, clear, focused, unambiguous and easy to read
• Descriptive and defensible
• Suited to the audience

You will learn practical steps and tips to not only enhance your writing skills, but also allow you to plan the document preparation from beginning to final delivery.

The second half of the session will cover legal risks in the environmental consulting industry and will be presented by Mark Beaufoy and Agata Jarbin, both Partners at King and Wood Mallesons.
• Key legal risks - embroilment in litigation, causes of action (contract; negligence/Wrongs Act; Australian Consumer Law)
• Legal consequences - the cases and pleadings; insurance issues; proportionate liability
• Understanding the purpose of a report, the client’s position and the legal context

A panel discussion on legal risks of consulting will conclude this session.  The aim of the panel discussion is to provide participants the opportunity to ask questions of the legal professionals and to gain an insight into common issues within the environmental consulting industry. • This opportunity will help with developing confidence in public presentation and help to develop presenters’ industry profile. These can be important factors in developing a successful consulting career.
• The seminar is intended to assist with honing skills in delivery of a HIGH IMPACT presentation - consistent with a strategy for winning work or instilling confidence in regulators or clients.

ACLCA Victoria will hold Occupational Health and Safety training for its members in March 2013 at CFMEU in Carlton.  The courses will be delivered by Rose Nechwatal, CFMEU.  Participants at each course will be limited to about 15-20.  Courses will commence at 8am each day and finish about 4pm.

3-day course - Monday 25 to Wednesday 27 March
Cost - $820.00 (incl. GST) per person – or early bird rate of $760.00 (incl. GST) for those registering with payment before Wednesday 27 February. Tuesday 26 March 2013, 5.30pm Lawrence Dry Cleaners Enhanced In-situ Bio-remediation of PCE in the Botany Sands

You are invited to ACLCA Victoria's membership presentation on Tuesday 26 March 2013 at 5.30pm  to be held at GHD, Level 8, 180 Lonsdale Street, Melbourne.

The session will be presented by Jason Clay, AECOM, on "Lawrence Dry Cleaners Enhanced In-situ Bio-remediation of PCE in the Botany Sands".

Lawrence Dry Cleaners (LDC) is a large scale commercial laundry located in an urban community currently undergoing redevelopment and renewal in Sydney, Australia.  Investigation at the site, commencing in 2000, identified impacts from chlorinated hydrocarbons (PCE, TCE, DCE and VC) and suspected residual DNAPL (PCE).  The dissolved phase plume extended across five adjacent properties (also commercial businesses) and closely followed the distribution of the renowned Botany Sand formation.

Remediation at the LDC site has been subjected to significant technological, regulatory and community acceptance challenges.  In particular, the site has been subject to a rigorous regulatory oversight requirements that have been the subject of landmark litigation in Australia.  However, many implementation issues were solved through active management and the project is currently on a successful path towards site closure.

Remedial Approach
Subsurface conditions at the site (reducing and anaerobic) were considered conducive for bioremediation and suggested that a significant amount of degradation had been occurring naturally.  Successful enhanced in-situ bioremediation (EISB) pilot testing commenced in 2008 in a PCE source area inside the LDC facility.  This consisted of an active groundwater extraction, amendment and reinjection system.  Sodium lactate was the selected amendment fluid.  The trial has been continued and extended to full scale implementation since that time.   The EISB pilot trial and full scale programs have demonstrated significant success at reducing dissolved phase and source contamination, and is one of the only known successful source zone applications of EISB in Australia.  Full scale remediation is now underway and this presentation will discuss the history, the technology, the results and a little bit of politics.

Jason Clay, AECOM
Jason Clay is AECOM’s contaminated land practice leader in Australia and New Zealand.  He has been an environmental consultant for nearly 20 years and specialises in the risk-based assessment and remediation of contaminated soil and groundwater.  Jason has a special interest in chlorinated solvents and has worked on a number of sites around the world.   Jason is a state accredited Contaminated Site Auditor in NSW, NT, VIC and WA and is a UK Specialist in Land Condition (SiLC).  He is a registered principal environmental auditor (EARA) and has acted as expert witness on health risk assessment and contaminated land projects.  Jason has carried out assessments on sites across Asia and Australia, Brazil, France, Latvia, Norway, Romania, Saudi Arabia, Spain, Sudan, Sweden, the UK and Venezuela.

The session will be presented by Suzie Reichman from RMIT University, on "Determining background metal and other inorganic concentrations in Victorian soils".

The background concentration of metals and other inorganics in a soil are the naturally occurring concentration range with no human-derived inputs.  There is limited data on background concentrations in the soils of Victoria, however, this knowledge is important  for clearly distinguishing between  anthropogenic pollution and naturally occurring metals and inorganics.  This is especially so in situations where soils are naturally enriched in particular elements relative to the majority of soils.  When clear information on background concentration ranges is lacking, it is likely that some naturally enriched soils end up being erroneously classified as contaminated.  Recently, Suzie Reichman (RMIT University) and ACLCA were successful in obtaining a HazWaste fund grant to determine background concentration ranges for metals and inorganics in representative soils of Melbourne, Greater Geelong and Greater Ballarat.  The presentation will provide an overview of background concentrations in soils, information available on Victorian soils, the pilot work already completed at RMIT and the work to be undertaken with the HazWaste Fund grant over the next few years.

Suzie Reichman is a Senior Lecturer in Environmental Engineering at RMIT University.  Suzie’s expertise is in soil chemistry, plant nutrition and ecotoxicology with a special interest in the management and remediation of heavy metal contaminated soils.  Her research includes the phytotechnologies (phytoremediation, phytostabilisation and phytomining), sustainable application of biosolids and industrial waste materials to land, mine-site rehabilitation, and bioavailability and toxicity of heavy metals. Prior to RMIT, Suzie worked at the EPA Victoria, Lincoln University in New Zealand, the University of Melbourne and the University of California.  Suzie obtained her PhD from the University of Queensland in 2002.  Suzie and ACLCA have developed an interest in determining background concentrations of metals and other inorganics in soils and they were recently successful in obtaining a HazWaste Fund grant to address the issue in Melbourne, Greater Geelong and Greater Ballarat.

ACLCA Victoria will host the next membership presentation on Tuesday 7 February 2012 at 5.30pm, at Parsons Brinckerhoff, (Yarra and Murray Rooms), Level 15, 28 Freshwater Place, Southbank.

Malcolm Graham from Parsons Brinckerhoff and Ben Hall from Eartheon will share their hydrogeological experiences in Metropolitan Melbourne.

The majority of hydrogeological science was developed with a focus on resource evaluation, with a lesser focus on contaminant hydrogeology in metropolitan areas. However, there are a range of unique phenomena that occur in urban environments that can significantly influence the groundwater system and in turn our hydrogeological interpretations and remediation efforts. This presentation summarises the experiences of two hydrogeologists who have worked in Melbourne over the last 5 years. In these projects, urban infrastructure was found to variably contribute additional recharge, drain groundwater, change groundwater flow direction or limit the viability of re-using waste water. A better appreciation of these phenomena has the ability to improve our understanding of groundwater resources in urban areas, as well as assisting water utilities with their infrastructure planning. Developing further knowledge in this area has the potential to improve our conceptual models and lead to better assessments of risk, fate and transport, as well as leading to a wider array of viable remediation options.

PLANET, Contaminated Land in the Planning System - Course to be held on 6 March 2012

Designed for: Statutory and strategic planners in local government, planning and environmental consultants and lawyers involved in planning scheme amendments and permit applications

 

This one-day course is part of the CPD program for planners and is designed to "introduce and refresh participant knowledge of current contaminated land issues in planning. It explains how statutory and strategic planners are able to identify potentially contaminated land and the type of assessment required. It also clarifies the role and scope of site assessments and environmental audits. It is designed to assist all planners involved in the preparation or assessment of scheme amendments or permit applications. Case studies and workshop sessions are provided to enable participants to apply the learning outcomes."

Registrations are now open for the high profile ACLCA short course on "Advanced LNAPL Site Management and Quantitative Analysis", which was developed in collaboration with the Midwest Geosciences Group and with support from the LNAPL Forum (a CRC CARE initiative).

The 2-day short course was developed for ACLCA by some of the world leaders in the assessment and management of LNAPL sites (i.e. Prof. Randy Charbeneau, Mark Adamski and Prof. Tom Sale*) and will be presented in a road show in four centres around Australia mid to end of March 2012:

ACLCA has been working with the Midwest Geosciences Group (www.midwestgeo.com) for a number of years and they have presented a number of successful short courses in Australia since 2008.

This course will be aimed at intermediate to advanced level professionals (i.e. practitioners, project managers,  regulators and site owners) specialising in the assessment, remediation, auditing and management of LNAPL impacted sites.  The course is aimed to provide the technical foundation for improved technical assessment, remediation, management and policy approaches for LNAPL sites (in the context of technical impracticability, CUTEP, RTEN and similar policy requirements).

This unique education experience begins with the basic behaviour of petroleum hydrocarbon liquids. It builds upon how LNAPL behaves in the subsurface and compares and contrasts that to what we observe in the field. The course presents the latest advances in how our understanding of NAPL behaviour has improved over the recent years and how this together with innovative LNAPL assessment techniques can be used to inform remediation decisions, clean up goals and remediation end points and site close out decisions. Many concepts and tools will be discussed in detail together with detailed real world case studies.

Wednesday 14 March 2012 1-Day Occupational Health and Safety Training

ACLCA Victoria will hold the 1-day OHS Awareness course on Wednesday 14 March 2012 from 8am to 3pm at CFMEU Education and Training Unit, 2nd Floor, 500 Swanston St, South Carlton.  The course will be delivered by Rose Nechwatal, CFMEU and will be presented at the CFMEU Training Facility, 500 Swanston St, Carlton South.  The cost to attend for ACLCA members is $250.00 (incl. GST) per person.

Participants will be limited to about 15-20.  Whilst morning tea and refreshments will be provided, participants will be responsible for purchasing their own lunch in Carlton.

The 1-day OHSA course aims to provide an update to our members who have previously attended 3-Day occupational health and safety course relevant to contaminated land works. Please note that it is expected members who register to attend this one day refresher will have previously completed OH&S training for site contamination works of three days duration.  ACLCA recommends a 1-day OHS Awareness course be completed as a refresher every two years.

You are invited to our next membership presentation on Monday 19 March 2012 at 5.30pm to be hosted by Mark Adamski, BP America on “Cleanup to the Maximum Extent Practicable - US States, Industry, Consultants coming to consensus on what MEP means and when recovery really pays off”.

Mark Adamski, PG is a Hydrogeologist, Senior Technical Specialist with BP America in Houston. Mark supports projects both in the US and globally. He has worked for BP America since 1993. In his position, he directs both BP and American Petroleum Institute (API) research in the occurrence and behaviour of LNAPL in the subsurface. He has conducted site assessments, analysed, and modelled LNAPL distribution and recovery at BP sites worldwide. As a result of this experience, he has presented at conferences, seminars, and workshops internationally since 2000, including Midwest GeoSciences Group since 2007. He has been involved with the development of landmark regulatory LNAPL guidance documents developed by the State of Texas, ITRC, and the US EPA. His primary areas of current LNAPL study are site characterisation techniques, residual saturation, plume migration, and recovery techniques.

ACLCA Victoria will hold the next 3-day OH&S Awareness course from Wednesday 21 to Friday 23 March 2012 at CFMEU Education and Training Unit, 2nd Floor, 500 Swanston St, South Carlton, commencing 8am.  The course will be delivered by Rose Nechwatal, CFMEU and incorporates the Construction (OH&S Induction) Card and specialist industry presenters. ACLCA has designed this long running course to focus on site assessment and remediation activities in the Victorian legislative setting. ACLCA recommends that employees not work unsupervised on a site without having first attended this or a similar course.

ACLCA Victoria will host our next membership presentation on Tuesday 3 April 2012 from 5.30pm to be hosted by Peter Nadebaum (GHD) on "CRC CARE - Contaminants of Emerging Concern" at Parsons Brinckerhoff (Yarra and Murray Rooms), Level 15, 28 Freshwater Place, Southbank.

CRC CARE is progressing on its new program of work that will extend over the next 8 years. Peter Nadebaum will provide an outline of two projects of interest:
i) a project that is identifying contaminants with emerging concerns with the expectation that this will assist in prioritising some of CRC CARE's research directions, and
ii) a project that involves the development of National Remediation Framework for Australia that will accompany the existing body of assessment guidance in the NEPM, filling a much needed gap in Australian guidance.

While both of these projects are in their early stages, they do raise interesting issues. As ACLCA and ALGA are involved, there is the opportunity to provide input to these important initiatives.

This meeting will be open to members of ACLCA and ALGA and is free to attend

ACLCA Victoria will host the next membership presentation on Tuesday 5 June 2012 at 5.30pm, at Parsons Brinckerhoff, (Yarra and Murray Rooms), Level 15, 28 Freshwater Place, Southbank.  The presenetation will be hosted by Geoff Byrne (ERM) on "Mine Closure – how different is this to closing an industrial site?".

The presentation will take the form of a discussion on the apparent differences and contradictions in issues facing closure of a site in an industrial setting to those relating to a mine site.

Geoff Byrne is a  Partner with ERM based in Melbourne and is Global Mining Director. He has worked on many projects throughout Australia, Asia and the Pacific in the mining, manufacturing and resource development sectors. These have included a range of risk assessment, due diligence, merger/acquisition and IPO projects in the mining industry. A large component of these projects has involved the assessment of costs and liabilities using probabilistic techniques. He has been involved in the development and review of closure plans, as well as preparation of closure cost estimates, for mining and mineral processing operations throughout Australia, south America, the USA, Africa and Europe.

Wednesday 4 July 2012, 2pm, Springvale CPD Program 2012 Module 5 Analytical Laboratory Tour

This laboratory tour is open to participants already registered in the morning session of Module 5 Analytical Chemistry (see separate listing).  There will be a maximum of 24 participants on this tour, so registrations are initially restricted to one person per member company.

The laboratory tour will be held at ALS , 4 Westall Road, Springvale.  The tour will commence at 2.00pm and should take about 40 minutes with some question time (20 mins).      Transport will be arranged from Karstens to Springvale and returning to Flinders St station.  Light lunch will be provided. 

The cost to attend the afternoon laboratory session is $85.00pp (incl.GST).

Additional laboratory tours will be arranged if demand requires.

Tuesday 10 July 2012, 5.30pm, Parsons Brinckerhoff (SouthBank) Remediation in Antarctica

You are invited to ACLCA Victoria's next membership presentation on Tuesday 10th July, 5:30pm at Parsons Brinckerhoff (Freshwater Place) to be hosted by Dr Kathryn Mumford and Tom Statham from the University on Melbourne of "Remediation in Antarctica".

Popular belief considers Antarctica to be a land of unspoilt wilderness. While this is true of the majority of the continent, legacy environmental contamination exists in parts of the diverse ecosystems that surround the pioneering scientific bases. For over a decade in a dynamic collaboration between government, industry and universities suitable remediation techniques have been developed and implemented at contaminated sites in Antarctica. This presentation will cover why remediation is required, climatic and operational limitations and technology development.

Technological discussion will focus on three areas:
· A permeable reactive barrier at Casey Station which is sequenced with nutrient release, hydrocarbon capture and nutrient capture
· Biosparging on Macquarie Island
· Current developments for the treatment of multi-contaminant leachate

Dr Kathryn Mumford
Kathryn is a lecturer in the Department of Chemical and Biomolecular Engineering at the University of Melbourne. A seasoned expeditioner of four summers in Antarctica in addition to consulting work in the Arctic, her research is focused on the treatment of contaminants in cold regions and the development of carbon capture and storage technology.

Tom Statham
After a summer working in Antarctica, Tom commenced a PhD in 2011 at the Department of Chemical and Biomolecular Engineering at The University of Melbourne. His is researching the contaminant metal treatment systems suitable for cold regions.

This presentation will be held in the Yarra/Murray Room, Parsons Brinckerhoff, Level 15, 28 Freshwater Place, SouthBank.

You are invited to our next membership presentation on Tuesday 7 August 2012 on ""The Great DNAPL Escape and Other Case Studies" to be hosted by Wendy Morrison, Beveridge Williams.

Wendy's talk will provide a series of case studies from field research and "real" sites related to High Resolution Site Characterisation (HRSC) and chlorinated solvent Dense Non-Aqueous Phase Liquids (DNAPLs). This includes site history evaluation, as well as the use of technologies such as groundwater profiling sonic and geophysics. Whilst this body of work will cover sites in Canada, the U.S. and Australia, Wendy will relate the international experience to Australian conditions.

Wendy Morrison is the Senior Principal Hydrogeologist at Beveridge Williams' Melbourne Office. She is an Environmental Auditor appointed pursuant to the Environmental Protection Act 1970. Wendy has over two decades of experience with LNAPLs, DNAPLs and contaminant hydrogeology mainly at landfills and manufacturing facilities, including complex sites owned by multinational corporations. Her education includes a BSc in Geology (Sedimentology); a BASc in Geotechnical / Environmental Engineering; and an MSc in Contaminant Hydrogeology - including a thesis on the fate and transport of PCE DNAPL in a fractured and layered clayey aquitard.

The session will be held at Parsons Brinckerhoff, (Yarra and Murray Rooms), Level 15, 28 Freshwater Place, Southbank.

You are invited to ACLCA's membership presentation on Tuesday 4 September 2012 at 5.30pm at Parsons Brinckerhoff on "Visualising Victoria's Groundwater: providing the tools to help you find the data".

Visualising Victoria's Groundwater (VVG) is a two-year research project that aims to improve the quality and accessibility of current groundwater data for Victoria, making it discoverable to interoperable web-GIS systems and developing 3D hydrogeological models to function as web-based tools. Led by the University of Ballarat, the project brings together a unique collaboration of organisations with the common aim of federating groundwater databases. A key feature of the system is that data managers maintain custodianship of their data and databases, but allow interoperable data exchange.

Peter Dahlhaus is a Senior Research Fellow at the University of Ballarat with 30 years experience in environmental geosciences in south west Victoria. He holds a Masters in Engineering Geology and a PhD in Hydrogeology. Andrew MacLeod is the Technical Manager at the university's Centre for eCommerce and Communications (CeCC) who leads the team of talented programmers and IT specialists in developing the interoperability and visualisation tools.

The ACLCA Victoria Young Professionals sub-committee in partnership with EPA Victoria is pleased to present a seminar for those who want to know more about Victoria’s environmental regulator on Wednesday 12 September 2012 from 8.30 for a 9.00am start at Conference Room, EPA Victoria, 200 Victoria Street, Carlton.

The seminar will broadly focus on the regulation of contaminated sites in Victoria; the development of EPA’s Contaminated Environments Strategy, the GQRUZ Strategy and EPA compliance activities. Speakers will include John Merritt, CEO of EPA Victoria.

This seminar is aimed at professionals with 2-5 years’ experience in the contaminated land industry and also for consultants who are new to the Victorian contaminated land industry.

The seminar will be followed by morning tea and an opportunity to meet with EPA Victoria staff.

Presenters:
Dr. Bernie Kueper is a licensed professional engineer and an internationally recognized expert on the topics of NAPL migration, site characterization, soil remediation, and groundwater remediation in both unconsolidated deposits and fractured bedrock. He received his Ph.D. in contaminant hydrogeology from the University of Waterloo in 1989, following which he joined the faculty at Queen's University where is employed at the rank of Professor. Dr. Kueper has considerable practical experience, having acted as a peer reviewer and consultant at over 100 contaminated sites worldwide, including several sites in Australia. Dr. Kueper has published over 150 journal articles, book chapters, and conference papers, and is a former Associate Editor of the Journal of Ground Water, the Journal of Contaminant Hydrology, and the Canadian Geotechnical Journal. He is a popular conference speaker and short course instructor, having provided training in Australia, Denmark, Great Britain, Switzerland, Brazil, Canada, and the United States.

Dr. David Reynolds is a licensed professional engineer, an accredited Contaminated Sites Auditor in Western Australia, and a recognized expert in the investigation and remediation of sites contaminated with NAPLs. He has a Bachelor's degree in Geological Engineering from the University of Waterloo, and Master's and Ph.D. degrees in Environmental Engineering from Queen's University. He was a faculty member at the University of Western Australia from 2001 to 2009. where he led the Hydrogeology Research Group and was the Research Director for the Centre for Groundwater Studies based at Flinders University. Dr. Reynolds has extensively published in peer review journals, and has been involved in the investigation review and remediation planning at many sites world-wide. He has provided short-course and technical instruction in Australia, Brazil, Canada, the United States, Malaysia, and Europe.

Dr Gary Wealthall has more than 20 years of experience in contaminant hydrogeology research and practice. His technical expertise includes the development and application of high-resolution site characterization methodologies for DNAPLs in fractured bedrock aquifers and aquitards and in shallow intergranular aquifers. He currently is the project manager or technical director on several DNAPL remediation projects in North America and Europe. He has recently developed and applied a DNAPL screening protocol for evaluating remediation alternatives at a DNAPL mega-site in New Jersey that is impacted by a range of volatile and semi-volatile organic compounds. Gary has acted as an expert advisor to government and industry and has co-supervised post-graduate projects at universities, including Cambridge and Edinburgh in the U.K. and the University of Western Australia in Perth. He recently was invited to become an adjunct professor at the University of Guelph. Gary continues to advance the state of the practice by publishing numerous articles on the fate of DNAPL in aquifers and aquitards and is the co-author of the best-practice guidance document "An illustrated handbook on DNAPL transport and fate" that was compiled for the U.K. Environment Agency.

Tuesday 25 September, 5.30pm Bioremediation of Source Zones and Fractured Rock Sites

You are invited to our next membership presentation on "Recent Experiences in Bioremediation of Source Zones and Fractured Rock Sites" on Tuesday, 25 September 2012, 5:30pm at Karstens, 123 Queen St, Melbourne.

Demonstrations of the effectiveness of biostimulation in treating PCE and TCE plumes at various locations in the late 1990s led to wide uptake of the approach internationally.  A common current misconception is that biological remediation is only applicable to dilute plumes in permeable soils.  Recent advances in the practice of Enhanced In Situ Bioremediation (EISB) include the use of partitioning electron donors (PEDs) to treat DNAPL source zones, fracking of low permeability zones to enhance distribution of amendments, and new techniques and approaches for the use of EISB in fractured rock settings.  The use of EISB in these challenging settings will be explored through the presentation of recent projects aimed at pushing the conventional boundaries of EISB application.

Engaging contractors to conduct work for an organisation can potentially be risky business. Why? Organisations who engage contractors have an OHS legislative duty of care to contractors that is similar to the duty owed to employees, for matters which the organisation has control.

There is a common belief that an employer rids itself of health and safety obligations by engaging a contractor, and by passing specific safety obligations to that contractor by terms of the contract. This belief is held most strongly where a number of contractors and subcontractors are involved. These circumstances do not remove the duty; they only make compliance more difficult.

Contractors can be a source of significant OHS risk in a workplace and for this reason the activities of contractors should be carefully planned and managed. Organisations who engage contractors have a duty of care to contractors that is similar to the duty owed to employees, for matters over which the organisation has control. There have been numerous incidents and prosecutions relating to contractor safety and the human and financial cost can be significant.

The course will be delivered by Rose Nechwatal, CFMEU and incorporate the Construction (OH&S Induction) Card (previously known as the Red Card) training. 

The cost to attend is $820.00 (incl. GST) per person – or early bird rate of $760.00 (incl. GST) for those registering with payment before 21 September 2012. This includes the cost for the Construction (OH&S Induction) Card.  Participants at each course will be limited to about 15-20.  Participants from other states are welcome to attend, but should bear in mind that the course content, whilst broadly applicable, will not specifically address the legislative and regulatory requirements of other states.

You are invited to our next membership presentation on Tuesday 13 November 2012 at 5.30pm at Parsons Brinckerhoff, Southbank. This presentation will be hosted by Michael Nicholls from CDM Smith on "A Sediment Remediation Adventure in China – From a Foreigner’s (Australian’s) Eyes".

Michael is an Associate with CDM Smith (and formerly President – China with OTEK) with over 13 years environmental, business development and management experience spanning Australia, China and the Middle East including a technical background in whale and dolphin research, Environmental Impact Assessment, and contaminated land assessment and remediation. He was recently Co-chair of the American Chamber of Commerce - Beijing Environmental Industry Forum, and was invited as an Environmental Expert on Chinese television and various media across Asia.

Michael recently returned from China where he was country manager, registering two companies and managing two offices and responsible for business development across China working closely with Australian, US and Chinese governments and partnering companies. In China his team were touted as the first foreign company to directly win a full scale Chinese Government remediation project as part of the 12th Five-Year Plan, and were proud winners of the 2011 ACBA Award as the best Australian company promoting itself in China.

Michael's presentation will include insight on working with CDM Smith and OTEK with the Austrade and Australian Advanced Remediation Group – AARG. His presentation will include insight on working with government and Chinese partners and experiences from living and working in Asia. He will outline the project in terms of value, timeline,, OH&S, results and lessons learnt as well as adventures experienced.

Thursday 22 and Friday 23 November 2012, Melbourne Landfill Gas Investigation, Risk Assessment and Remediation

A professional education course offered by ACLCA Victoria and presented by Steve Wilson and Geoff Card.  Two days in Melbourne, 22 and 23 November 2012.

Course Description
Landfill gas has become a major issue in Australia as a result of recent incidents where landfill gas has migrated from landfill sites to building development, including residential homes.  The Australian Contaminated Land Consultants Association (ACLCA) recognises a skills need in geo environmental professionals with respect to assessing the risks posed by landfill gas.  The proposed course will address this skills need by providing a series of training workshops covering risk assessment and remediation related to landfill gas.

This is a 2-day course being held in Melbourne and Sydney.

The course will include the most up to date research and guidance from the UK (British Standards, CIRIA and CLAIRE) as well as reference to EPA Victoria and NSW recent guidance.  It would also include Australian specific case studies that stretch as far back as the early 1990’s.

Presenters
Steve Wilson is the Technical Director of EPG Ltd, Warrington, UK.
Geoff Card is Director of GB Card and Partners, London, UK.

Both presenters have been intensely involved in all aspects of landfill and ground gas investigations, risk assessments and remediation for a number of decades and are the main authors of landfill and ground gas guidelines in the UK for many years; and most recently authored the “Ground Gas Handbook” (Whittles Publishing, 2009). Steve and Geoff have provided training courses on landfill and ground gas issues to consultants, regulators, councils, universities and other stakeholders for many years in the UK and more recently in Australia (2009). Steve and Geoff can be considered as two of the main experts on landfill and ground gas issues in the UK.

Course Program
Day 1 - Landfill gas risk assessment
Session for Day1 will cover the chemistry of gas generation (from landfill and other sources) and the different mechanisms that can drive gas migration from or through the ground.  This will include simple models to assess ground gas migration and generation.
A brief look at some specific aspects of site investigation relating to ground gas, including gas monitoring well installations and collection of data for generation modelling.  This will focus on the requirements of a forthcoming British Standard on gas investigation.  The session will cover risk assessment of ground gas following the latest UK guidance.  This will explain how to use generation and migration modelling and use the information to help assess the risk of gas posing significant risk.  It will also consider a new approach for low risk sites that can remove the need for any monitoring.  The day would include reference to a number of Australian sites as case studies.

Day 2 - Remediation of landfill gas migration
Session for Day2 would cover the design and construction of the various methods that can be used to minimise the risk of ground gas migration.  It would cover in ground vertical barriers, protection to new buildings near landfill sites and retro fitting protection to existing buildings.  It would show how to extend the risk assessments to help design cost effective remediation strategies.  The day would draw on a recent UK project on the verification and testing of gas protection measures and recent advances in design of passive venting systems that incorporate biofilters.

The event will be held in the new, six-energy star clubhouse which opened in 2009 with reserved lounge, bar and bowls lanes for ACLCA members. Beverages and a BBQ are also included, with competition and spot prizes on the night.

Have you ever captured the beauty of pollutants smearing down a test pit hole? Do you find a certain redemptive beauty in the image of sheen swirling around in a puddle of water? Do you have a camera? If you answered yes to any of the previous questions then you are invited to enter ACLCA’s annual photography competition.

We are looking for photographs that capture the essence of this year’s broad theme: “Industrial and Commercial Scars of the Contaminated Land Industry”. If you need some inspiration, Google J Henry Fair’s images! Photographs will be judged on their composition, their originality and, most importantly, their relevance to this year’s theme. Prizes (good ones!) will be awarded to the top three photographs (as judged by the Young Professionals Sub-committee) at the Christmas party.


Two photographs per person can be submitted to aclcayp@gmail.com and should be in JPEG format and smaller than 5MB in size. Please add a short description of what your photo is all about. Entries close on Monday 19th November 2012 which doesn’t give you much time - any photo taken this year is eligible.

Tuesday 4 December 2012, 5.30pm Developing a national technical guidance document on implementation of Monitored Natural Attenuation

You are invited to our next membership presentation to be held on Tuesday 4 December at 5.30pm at Parsons Brinckerhoff (Level 15, 28 Freshwater Place, Southbank).

This session will be hosted by Peter Beck, GHD on Developing a national technical guidance document on implementation of Monitored Natural Attenuation for Hydrocarbons.

In 2010 the Cooperative Research Centre for Contamination Assessment and Remediation of the Environment (CRC CARE) published Technical Report  No. 15 “A technical guide for demonstrating monitored natural attenuation of petroleum hydrocarbons in groundwater” as technical guidance document for implementation of Monitored Natural Attenuation (MNA) strategies in Australia. The process for development of this document commenced in 2006 and took almost 4 years to complete. One of the key challenges was the integration of the diversity of stakeholder views. Prior to this document MNA guidance in Australia was limited and published by regulatory agencies. Indeed during the early stages of the document development it became apparent that most guidance published internationally on MNA was either by regulators or industry, with no documents developed as a joint effort. CRC CARE is a research organisation that comprises a diverse range of stakeholders including industry, regulators, professional services organisations and academics, thus providing a platform for diverse input to the development of technical guidance documents with the aim to achieve greater acceptance and more rapid adoption of these type of guidance documents.
This presentation provides brief overview of the final document and presents some of the challenges faced in the development of the document with a focus on stakeholder inputs, compromises and negotiations required to achieve final production.

Dr. Peter Beck is hydrogeologist with over 25 years’ experience in the  assessment, management and remediation of contaminated sites. He is an accredited/appointed contaminated land/environmental auditor in 4 states and has been involved in a number of research and guidance document development projects at several research institutions. Peter has been involved in the implementation of MNA strategies as a consultant or auditor over the past 15 years and has used that experience in co-authoring the guidance document and managing stakeholder inputs.

ACLCA Victoria is hosting a site tour to the former Bendigo Manufactured Gas Plant (MGP or Gasworks) and to a property in Bendigo where calcine sands are present. The gasworks site is thought to be the only remaining site of its type in Australia with the majority of infrastructure still in place.

A bus will leave from the Arts Centre Complex outside the National Gallery on St Kilda Rd (Melways 2F H8) on Tuesday 23rd February, 2010 at 12:30 pm to travel to Bendigo, returning at approximately 10.00pm. An agenda for the day is provided below.

3-4pm - Presentation at Shamrock Hotel
4-5.30pm - Tour of site
5.30 - 6.30pm - Tour of calcine sands

The cost to attend is $100.00 per person (incl. GST).  This includes bus travel, presentation / tour and dinner.

Registrants will need to wear long pants and steel-capped boots on site.  ACLCA Victoria acknowledge that City of Greater Bendigo, EPA Victoria and Parks Victoria in allowing members access to the sites. As such, by registering for this event, ACLCA members accept responsibility for all actions and behavior whilst on site.

Please arrange registration for your staff (with payment) asap.  This will be a very popular tour, so please register early to avoid disappointment.  The tour will be limited to 50 attendees (given the capacity of the bus).

ACLCA will now hold a 3-day OHS Awareness course from Wednesday 24 to Friday 26 March 2010, 8am to 3pm daily.  The course will be delivered by Rose Nechwatal, CFMEU and incorporate the Construction (OH&S Induction) Card (previously known as the Red Card) training.  The course will be presented at the CFMEU Training Facility, 500 Swanston St, Carlton South.  The cost to attend is $720.00 (incl. GST) per person - or early bird rate of $670.00 (incl. GST) for those registering before Friday 26th February 2010. This includes the cost for the Construction (OH&S Induction) Card.  Participants at each course will be limited to about 15-20.  Whilst morning tea and refreshments will be provided, participants will be responsible for purchasing their own lunch in Carlton.

He is a NATA signatory and has prepared multiple papers, particularly in conjunction with Worksafe Victoria and industry peak bodies.  James has over eleven years experience as an environmental consultant in the field of asbestos risk management in the United Kingdom. James managed a leading UK company with an asbestos laboratory and maintained company accreditation.  James has attained third party industry certifications from the British Institute of Occupational Hygienists for asbestos auditing, asbestos risk management, and the removal of asbestos from buildings.

Thursday 12th August 2010, 5.30pm, Karstens at CQ ACLCA Membership Presentation - Dioxin Remediation

The Challenges of Dioxin Remediation - an Environmental Auditor's Perspective hosted by Ken Mival, URS Australia.   This session will be held at Karstens at CQ, 123 Queens Street, Melbourne (http://www.karstensatcq.com.au/).  Ken Mival is a Senior Principal with URS Australia and an Engineering Geologist with 40 years experience in geotechnical and environmental engineering, and has worked in Africa, UK, New Zealand, Singapore and PNG.

Ken will talk about the challenges faced by the Environmental Auditor when auditing the remediation of extensive dioxin contamination of sludges and soils at the former Dandenong Sewage Treatment Plant (DTP) on behalf of Melbourne Water.  The former DTP occupies approximately 180 hectares of mainly industrial land in Dandenong South, alongside Eastlink.  With the completion of Eastlink the land is strategically placed for commercial industrial development now proceeding as an eco-industrial park.  Pollution by dioxins that spread around the site in the 1980s meant that appropriate management of the contaminated soils and sludges was essential before this could start.  Remediation has been underway since early 2006 and is nearing completion with the last of the dioxins already removed from the development areas.  The very large number of dioxin analyses required has transformed the analytical landscape in Melbourne from no laboratories undertaking dioxin analysis, to many being able to offer it at prices well below those of 10 years ago.  Ken will give an overview as to the key decisions taken by Melbourne Water, EPA, the assessment consultant and the audit team, what issues were taken into consideration and how they were resolved to put the remediation into effect.

This is a free event for ACLCA members, however, you will need to register to attend.

ACLCA will re-run the 1-day OHS Awareness course on Monday 23 August 2010 from 8am to 3pm.  The course will be delivered by Rose Nechwatal, CFMEU and will be presented at the CFMEU Training Facility, 500 Swanston St, Carlton South.  The cost to attend for ACLCA members is $250.00 (incl. GST) per person.

Participants will be limited to about 15-20.  Whilst morning tea and refreshments will be provided, participants will be responsible for purchasing their own lunch in Carlton.

The 1-day OHSA course aims to provide an update to our members who have previously attended 3-Day occupational health and safety course relevant to contaminated land works. Please note that it is expected members who register to attend this one day refresher will have previously completed OH&S training for site contamination works of three days duration.  ACLCA recommends a 1-day OHS Awareness course be completed as a refresher every two years.

ACLCA will re-run the 1-day OHS Awareness course on Monday 30 August 2010 from 8am to 3.30pm.  The course will be delivered by Rose Nechwatal, CFMEU and will be presented at the CFMEU Training Facility, 500 Swanston St, Carlton South.  The cost to attend for ACLCA members is $250.00 (incl. GST) per person.

Participants will be limited to about 15-20.  Whilst morning tea and refreshments will be provided, participants will be responsible for purchasing their own lunch in Carlton.

The 1-day OHSA course aims to provide an update to our members who have previously attended 3-Day occupational health and safety course relevant to contaminated land works. Please note that it is expected members who register to attend this one day refresher will have previously completed OH&S training for site contamination works of three days duration.  ACLCA recommends a 1-day OHS Awareness course be completed as a refresher every two years.

Vapour Intrusion to indoor air is often the exposure pathway of greatest concern for human health risks at sites with volatile organic compounds in soil and groundwater. This course will provide valuable information to help environmental professionals assess and manage such risks, and learn from two decades of practical international experience.

Todd McAlary is the Practice Leader for Vapor Intrusion Services at Geosyntec Consultants, Inc. He has been a member of the US EPA's Expert Panel on Vapor Intrusion since 2000.  Dr Greg Davis leads a multidisciplinary group at CSIRO in Perth and specializes in research on groundwater quality science and the urban water environment.

"Integrating Molecular Biological Tools into Site Management", Microbial Insights, Free Workshop and Complimentary Breakfast
Friday, October 1st, 2010 from 8:30am to 12:30pm at the Melbourne Marriot.

Site managers now have a broad spectrum of molecular biological tools (MBTs) and advanced analytical techniques at their disposal to comprehensively evaluate treatment options and performance.  While each advanced diagnostic tool can provide valuable information, selecting the most appropriate and cost-effective technology to best answer site-specific questions and guide site management decisions can be a confusing and daunting task.  Workshop attendees will gain a practical understanding of the application of state of the art tools to document and quantify the role of in-situ biodegradation.

The objectives of this workshop are to:

  • Give a brief overview of each technology
  • Discuss advantages and limitations
  • Examine how and when to apply each technology through real world examples

Presentations will focus on:

  • Stable Isotope Probing (SIP) - prove biodegradation is occurring
  • In Situ Microcosms (ISMs) - evaluate and compare remediation alternatives in the field
  • CENSUS and quantitative polymerase chain reaction (qPCR) - quantify organisms or processes responsible for biodegradation
  • Phospholipid Fatty Acids (PLFA) - viable biomass and microbial community fingerprints
  • Bio-Trap Samplers - passive sampling tools for microbes

The final portion of the workshop can be an interactive discussion of case studies or an informal Q&A session. All workshop guests are encouraged to bring their own site data for evaluation to promote a lively discussion!

The National Waste Report 2010  brings together for the first time in one document, data and information on waste management (including recycling, reuse and resource recovery) from across Australia. The production of the National Waste Report is part of Strategy 16 of the National Waste Policy: Less Waste More Resources, which was launched  by the Environment Protection and Heritage Council (EPHC) in November 2009.
 
The National Waste Report publication provides the opportunity for developing an ongoing comprehensive resource of waste management data, activities and ideas, to be used by individuals, the community, institutions, organisations, private industry and local, state/territory and commonwealth governments. 
 
There is an opportunity now to provide feedback on whether the National Waste Report 2010 meets user expectations, and to consider the most and least useful components and content, and make suggestions for changes to future reports. 
  
Prior to attending the forum, we would like you to spend some time reading the National Waste Report 2010. The Report can be found at www.ephc.gov.au/taxonomy/term/89 or you can request a high resolution CD, by emailing wastereport@environment.gov.au.

The Victorian Auditor-General's Office is initiating a performance audit examining how effectively the EPA and local governments regulate and manage contaminated sites in Victoria. Their audit will focus on the regulatory systems and processes within the EPA, as well as planning amendment and environmental audit systems and processes within local government dealing with contaminates sites.
 
ACLCA (Vic) has been approached by the Auditor-General's office to provide some background regarding our experience of contaminated land management in Victoria. ACLCA has organised a discussion forum for our members to meet with the Auditor-General's Office next Thursday 24th February 2011.

At the forum the Auditor-General's Office will briefly outline the scope of their audit and their interest in contributions from practitioners and auditors as to shortcommings in the current system. The meeting will then be open for attendees to describe their concerns, frustrations or opportunities for improvement of the current system. Attendees are welcome to attend for as little or as much of the 90 minute session as desired.

ACLCA considers this to be a rare and valuable opportunity to provide feedback and direction into the design and operation of contaminated land management in Victoria. We would appreciate the involvement of senior staff with an interest in this area, and especially Auditors and their assistants, and members of the Regulatory Affairs sub-committee.

You are invited to attend a presentation on Asbestos in Soils to be hosted by the Asbestos in Soils sub-committee of ACLCA Victoria.

The presentation will discuss the current status of asbestos in soil assessment, management and OHS in relation to asbestos in soils.  A key area of discussion will be the WA Asbestos in Soils guidelines and their integration into the new NEPM document.

The following key people will be presenting:
•1.      Linda Apthorpe, Senior Occupational Hygienist, (Pickford and Rhyder Consulting, Sydney).  Linda is a key author of Australian Standard AS4964 ‘Method for the qualitative identification of asbestos in bulk samples,' (2004).  Linda also presented at the Cleanup09 conference in relation to asbestos laboratory analysis.  Linda's presentation will give an overview of the AS4964 method and also pros/cons and limitations of the method (including detection limits).

The course is aimed at intermediate to advanced level professionals specialising in landfill gas assessment and management. Ground gas in general and landfill gas in particular has become a major concern in Australia as a result of recent incidents where landfill gas has migrated from landfill sites and into houses.  ACLCA Victoria recognises a skills gap in geo environmental professionals with respect to assessing the risks posed by landfill and ground gases.  The proposed course will address this issue by providing a series of training workshops covering ground investigation, risk assessment and remediation related to landfill and ground gases.

 ACLCA Victoria, in conjunction with ALGA, is hosting a membership presentation from Professor Ravi Naidu, the Managing Director of CRC Care (Cooperative Research Centre for Contamination Assessment and Remediation of the Environment).  CRC CARE is a research and development organisation providing cutting edge technologies and knowledge in assessing, preventing and remediating contamination of soil, water and air.

Ravi was instrumental in the establishment of the centre which included a $100 million investment from industry and the Australian government. He is also the inaugural Director of the Australian Research Centre for Environmental Risk Assessment and Remediation.

CRC CARE was established under the Federal Government's CRC Program in 2005 to bring together Australia's foremost expertise in science, industry and government in a partnership for the development, commercialisation and extension of advanced technologies and methods for:

  1. assessing contamination risks in land, groundwater and air;
  2. managing and/or remediating contamination;
  3. developing safe options for land use and the reuse of wastes on land;
  4. developing solutions that are acceptable to regulatory agencies and the public; and
  5. capacity building.

Professor Naidu will talk about CRC Care II and  the need to achieve a paradigm shift in the Australian remediation industry to achieve cost effective and sustainable remediation without compromising human and environmental health

ACLCA will hold a 3-day OHS Awareness course from Wednesday 13 to Friday 15 July 2011, 8am to 3pm daily.  The course will be delivered by Rose Nechwatal, CFMEU and incorporate the Construction (OH&S Induction) Card (previously known as the Red Card) training.  The course will be presented at the CFMEU Training Facility in Carlton.  The cost to attend is $720.00 (incl. GST) per person - or early bird rate of $670.00 (incl. GST) for those registering before Friday 17th June 2011. This includes the cost for the Construction (OH&S Induction) Card.  Participants at each course will be limited to about 15-20.  Whilst morning tea and refreshments will be provided, participants will be responsible for purchasing their own lunch in Carlton.

Wednesday 20 July 2011 ACLCA 1 Day OHSA Update Course

Ever been frustrated as to why, despite your best efforts at service identification, you still managed to be set up over an underground service?  Ever wondered what all those bits and pieces on a drill rig do, what the minimum safety standards are, and how to establish a strong and productive working relationship with the drilling personnel when conducting a drilling programme?  Ever been confused about what to do when you think you may have encountered asbestos in soils?  Ever wondered how close to the roadway you can get before you need traffic management controls?

If your answer to any of these questions is ‘yes!' then you should attend the ACLCA 1-day OHS Update to be held on 20th July 2011 from 8am to 3pm.  The course will be delivered by Rose Nechwatal, CFMEU and will be presented at the CFMEU Training Facility, 8 Orr St, Carlton South.

The focus is on managing contractors with components on:

  • Legislative updates
  • Tips for consultant site supervisors/personnel when working with contractors
  • Service locating - industry contractor to present the methods for identifying underground services and the limitations of their equipment.  Discussions on what the consultant can do to manage an effective service identification process.
  • Drilling - industry contractor (former consultant) to present how to get the best out of your drilling contractor. What are their expectations and what they can offer. Discussion on what the consultant can do to manage an effective drilling programme.
  • Asbestos in Soils - industry update from a member of the ACLCA asbestos in soils subcommittee.  Discussion on common asbestos in soil issues facing consultants and what potentially can be done about them.
  • Discussion of recent industry safety incidents/learnings.  Open forum where attendees are encouraged to raise and discuss contaminated land OHS issues.

The 1-day OHSA Update course aims to provide an update to our members who have previously attended 3-Day occupational health and safety course relevant to contaminated land works. ACLCA members may be interested in a workshop on Friday 22 July, 9am to noon, on the review of the framework for statutory policy under the Environment Protection Act.  The meeting will be held at Australian Industry Group offices, 20 Queens Road, Melbourne.  This is the primary meeting aimed at environmental consultants, however, there are other stakeholder group meetings on other days the following week - please refer to www.epa.vic.gov.au/statpolicy.

This short course will provide regulators, consultants, and field staff with an understanding of rapid and efficient site characterization approaches for common and challenging sites. The short course will be presented in three components: Review and introduction of state of the art site characterization approaches and technologies commercially available; a review of the objectives for data collection including indoor vapour intrusion, impact to soil and groundwater assessment, natural resources protection, and remediation data collection; and most importantly "Site Conceptual Model Development". SCM development is critical for remediation pilot testing design, full scale design considerations and life cycle costing. EPA and the Department of Sustainability and Environment (DSE) are jointly reviewing the framework for statutory policies - State environment protection policies (SEPPs) and Waste Management Policies (WMPs) - under the Environment Protection Act 1970.  This review examines the statutory policy framework - its function, structure, content, effectiveness and management. EPA and DSE have prepared a discussion paper that contains sixteen (16) questions that relate to specific issues. Further information regarding the review including the discussion paper can accessed from the EPA website.

ACLCA will host a workshop from 8:00 to 10:00am on Monday 8 August at Karstens, 123 Queen St, Melbourne, to discuss some of the questions raised by EPA in the discussion paper in particular:

· Is the current SEPP framework appropriate? Should we get rid of all the SEPP and establish a new framework that is simple to understand?
· Are beneficial uses well defined in the different SEPPs? Should we get rid of them and start again? Should we call them ‘Environmental Values'?
· Do we have a view on how the EPA should manage the introduction of new remediation technologies into the statutory framework?
. How can the statutory framework be updated more often? Should it be review more than every 10 to 35 years?

ACLCA members work more closely with the SEPPs and WMPs than any other group. We are the prime users of these policies, and it is vital that any restructuring of them should be with the benefit of ACLCA's feedback on both the good and bad aspects of the current framework, and our suggestions for improvement.

The executive committee and Regulatory Affairs Subcommittee would welcome the opportunity for contributions in preparing the submission. Should you wish to contribute to the ACLCA response or attend the workshop, please contact Marisa Feher via email at Marisa.Feher@ghd.com. This will be a focused workshop designed to identify the key concensus points that should be included in the submission. Senior staff (maximum of one per member company) are encouraged to attend. It is expected that attendees will be familiar with the discussion paper and will have substantive contributions to make on the form that any future statutory framework should take.  Please register with Marisa if you wish to receive via email a copy of the draft or final ACLCA submissions.

The ACLCA submission to this review is being coordinated by the Regulatory Affairs Subcommittee. As the timeframe is short, the following dates have been set:

This short course will provide regulators, consultants, and field staff with an understanding of what it means to biostimulate an identified treatment zone, how to characterize the site for consideration of bioremediation, advance biological diagnostic testing and practical information about common biostimulation products such as calcium peroxide and vegetable oils. Some discussion about transport mechanisms and distribution are to be reviewed for improved understanding of product retention in the aquifer and creation of a sustainable reaction zone. Workshop 3. Advanced Vapour Treatment Technologies, 24 August 2011
This short course will provide regulators, consultants, and field staff with an understanding of soil vapour treatment applications and available technology options. The course will be presented in three components: introduction and review of all vapour treatment technologies commercially available; data collection and pilot testing design; full scale design considerations; and the use of life cycle costing as a management tool. The scope and benefits of the short course will be the review of commercially available vapour treatment technologies and their application for remediation at sites employing soil vapour extraction (SVE) or multiphase extraction (MPE) remediation of soils and/or groundwater. SVE and MPE are common approaches to soil and groundwater remediation and have been applied at numerous sites for over 50 years under various chemistries and site conditions. The aim of this short course is to highlight the variability of applications and to identify the unique benefits of all available off gas treatment technologies including: refrigerated condensation, zeolite, activated carbon, impregnated media, and thermal and catalytic oxidation.

Additional benefits from heat generation will be discussed regarding increasing the rates of naturally occurring processes including hydrolysis, reductive dehalogenation and aerobic or anaerobic biodegradation. Some important design factors for their applicability and operation will be discussed to identify when in situ thermal is appropriate as well as when it is not. The case studies reviewed in the course will identify the thermal technology employed and the results at various site conditions

Humanitarian crises involve the concentration of large numbers of people at locations where humanitarian aid is being delivered.  The rapid growth of large populations not only puts pressure on local resources, it introduces waste management problems and the risks of contamination of soil and groundwater. Human waste can have a significant and lasting impact on groundwater quality and is a vital consideration when managing humanitarian situations where water is scarce.

In establishing fast growing temporary communities, utilities such as power and clean water are required to assist the humanitarian effort. How fuels and treatment chemicals are stored and handled is another key consideration in protecting land and groundwater. With only limited resources available in most situations, some innovation is required to maintain a safe and sustainable community.

Paul Bolger will describe some examples of these environmental issues from a number of locations in Africa and Asia, and how they are managed to provide healthy environments to displaced populations.

Bioremediation has emerged in recent years as one of the preferred alternatives for remediating chlorinated aliphatic hydrocarbons found in the shallow terrestrial subsurface.  Approaches used for bioremediation include intrinsic bioremediation (a component of monitored natural attenuation, MNA) , biostimulation, usually via carbon substrate addition, and bioaugmentation. In addition, biologically-mediated abiotic degradation has emerged as a viable remediation approach in recent years. Because the efficacy of each of these approaches is highly dependent on site conditions including types of contaminants, hydrogeology, geochemistry, and biology, it can be difficult to accurately determine the best approach for a given site. To compound this problem, there are numerous vendors who are pushing their "unique" products, regardless of whether they represent the most efficacious approach for remediating site contaminants.

In order to determine the best bioremediation approach for a given site, numerous, advanced techniques have been developed including compound-specific isotope analyses,  molecular and biological tools including, among other things, quantitative real-time polymerase chain reactions (qPCR) to quantify organisms capable of degrading specific contaminants, and specialized biogeochemical assays. This course will teach the practitioner to utilize these state-of-the art analytical techniques in conjunction with more commonly used parent and degradation product data, biological and geochemical parameters to ascertain the most efficacious bioremediation approach for a given site.

Peter McGowan of URS has over 20 years experience in environmental analytical chemistry, much spent in various roles within a environmental laboratory in the UK, analysing potentially contaminated soil and groundwater samples from around the world. More recently Peter has been involved in peer reviews of contaminated land ESAs, supporting colleagues and assuring EPA appointed Auditors of the representativeness and reliability of the data used to characterise contaminated sites.

Features - what exactly is the session about
Commercial companies, land developers, and government agencies at all levels are embracing the concept of sustainability as a basic tenet influencing virtually every aspect of their operations and business processes.  Environmental cleanups, site restoration, and facility decommissioning works are no exception to this trend.  This workshop will provide participants with practical strategies and tools for maximizing the environmental benefits and minimizing the collateral impacts that their cleanup works may have in the environmental, social, and economic spheres.  The workshop will cover the fundamental concepts and principles of sustainability, and the frameworks, guidelines, and standards internationally and within ANZ for conducting environmental remediation works in a more sustainable way,  The workshops will include hands-on instruction for using publicly-available tools to calculate the impacts of cleanup projects on air quality, carbon emissions, energy and water consumption, worker and community safety, and economic resources.


Benefits - what will participants learn and what will the knowledge/our services do for their business
Participants will learn how to identify, quantify, and minimize the collateral impacts of their environmental investigations and cleanup works relative to the environmental, social, and economic domains.  In addition, participants will learn how to quantify the carbon footprint and other sustainability metrics using publicly available software tools including SiteWise, the Sustainable Remediation Tool (SRT), the Clean Solar and Wind Energy in Environmental Programs (CleanSWEEP) tool and others.


Evidence - some proof that we are the experts
AECOM led the design, development, testing, and training on the US Air Force's Sustainable Remediation Tool (SRT) and they contributed to the development of other public sector and client-specific tools including SiteWise and CleanSWEEP.  In recognition of its contributions in the GSR arena, AECOM received the 2010 New Practice Area Award from the Environmental Business Journal. In announcing the award, EBJ cited a spectrum of AECOM's GSR activities including our development of a framework for integrating sustainable remediation principles across the full lifecycle - from initial site assessment and investigation through operations monitoring and maintenance to final regulatory closure - addressing environmental, social and economic aspects all along the way. AECOM also has developed of a series of guidance documents and papers on sustainable environmental cleanups.

Workshop Instructor: John Claypool, a senior environmental professional and one of the GSR leaders with AECOM US.  SRT, SiteWise, CleanSWEEP and PTT tools and workshop notes will be provided to delegates at the event, upon registration.  It is recommended attendees bring along their laptops, for a hands on demonstration.  Workshop includes: morning tea and a light lunch

Monday 7 November 2011, Melbourne ARIC / CRC Care HSLs for Petroleum Hydrocarbons workshop CRC CARE / ARIC has undertaken the development of health-based screening levels (HSLs) for petroleum hydrocarbons to address an identified need for consistent human health risk assessment of petroleum hydrocarbon contamination in Australian conditions. The package of work has now been completed, and has recently been released for the Australian remediation industry.  To support the uptake and appropriate application of the HSLs, ARIC is coordinating a series of full-day training workshops that will provide instructions and case study examples on how the HSLs should be applied in practice. For further information on these training workshops, and registration details, please visit the HSL workshop registration website

The ACLCA Victoria Young Professionals sub-committee in partnership with EPA Victoria is pleased to present a seminar for those who want to know more about Victoria's environmental regulator.  The seminar will broadly focus on contaminated sites strategy; policy (including history of EPA); pollution response and environmental auditing. Speakers will include John Merritt, CEO of EPA Victoria, and Liz Radcliffe, Principal Auditor at the authority.

This seminar is aimed at professionals with 2-5 years' experience in the contaminated land industry and also for consultants who are new the Victorian contaminated land industry.

This seminar will be held from 9:00-11:00am, Wednesday 16 November at EPA Victoria's Conference Room, Level 3, 200 Victoria Street, Carlton.  The seminar will last for just over an hour and will be followed by morning tea and an opportunity to meet with EPA Victoria staff.

ACLCA is please to present a 2 hour CPD session on Technical Report Writing presented by Mark Beaufoy and Rohan Bennett of DLA Piper on Tuesday 22 November 2011 from 8am at ERM Australia (Docklands).  This 2 hour session is a new addition to the CPD series of courses for junior consulting staff who have between 0 and 3 years experience. 

Mark is a Partner (Environment) and Rohan Bennet is Partner (Litigation and Insurance) at DLA Piper.   Topics include:

•         Background to the importance of report writing and increase in litigation relating to contaminated sites
•         Key legal risks - embroilment in litigation, causes of action (contract; negligence/Wrongs Act (civil liability legislation); Australian Consumer Law)
•         Report writing - scope of work; exclusions; terms and obligations; limitations of liability; due diligence and risk management procedures
•         Legal consequences - the cases and pleadings; insurance issues; proportionate liability
•         Tips and strategies and a practical case study

The cost to attend this 2 hr session is $90.00pp (inc. GST) for ACLCA members and $120.00pp (inc. GST) for non-members.

You are invited to the ACLCA Christmas party, hosted by the ACLCA Young Professionals sub-committee, to be held on Wednesday 14th December 2011 from 6pm until 10pm at Richmond Union Bowling Club.

The ACLCA Christmas party provides an excellent opportunity to meet with other members of ACLCA in an informal atmosphere. The evening will begin with bowls at 6pm followed by a BBQ dinner and the prize giving for the inaugural ACLCA photography competition (see details below).

This event is open to ACLCA members only and the cost to attend is $35 per person (incl GST) or $20 per person (incl GST) for early-bird registrations received before 23 November 2011 (Visa/Mastercard only).  The cost includes bowls, brews and BBQ. Photography Competition
Have you ever captured the radiance of the sun through LNAPL in a bailer? Do you find a certain redemptive beauty in the image of a site undergoing remediation? Do you have a camera? If you answered yes to any of the previous questions then you are invited to enter ACLCA's inaugural photography competition.

We are looking for photographs that capture the essence of this year's broad theme: "Contaminated Land and Natural Environments". Photographs will be judged on their composition, their originality and, most importantly, their relevance to this year's theme. Prizes (good ones!) will be awarded to the top three photographs (as judged by the Young Professionals Sub-committee) at the Christmas party at the end of the year.

Two photographs per person can be submitted to aclcayp@gmail.com and should be in JPEG format and smaller than 5MB in size. Current entries can be viewed here. Entries close on Monday 2nd December 2011 which doesn't give you much time - any photo taken this year is eligible. All rules and terms for the photography competition are attached to this email.
